“ការដែលភាគីថៃ ធ្វើការចោទប្រកាន់មកលើកម្ពុជាថាបានដាក់មីនថ្មី គឺជាការប្រមាថចំពោះកិច្ចខិតខំប្រឹងពីគ្រប់ភាគីពាក់ព័ន្ធនៅក្នុងកិច្ចការបោសសម្អាតមីន និងយុទ្ធភណ្ឌមិនទាន់ផ្ទុះនៅកម្ពុជា។

កម្ពុជាក្នុងនាមជារដ្ឋភាគីនៃអនុសញ្ញាហាមប្រាមការប្រើប្រាស់មីនប្រឆាំងមនុស្ស (អនុសញ្ញាអូតាវ៉ា) មិនដែលបានដាក់មីនថ្មីទាល់តែសោះ! ខ្ញុំយកឱកាសនេះ អំពាវនាវទៅដល់ ភាគីថៃឱ្យបញ្ឈប់ជាបន្ទាន់នូវការចោទប្រកាន់ដោយគ្មានការពិត និងដោយឥតអៀនខ្មាសមកលើកម្ពុជា រួមទាំងការប្រឌិតរឿងក្លែងក្លាយដើម្បីបោកប្រាស់មតិជាតិ អន្តរជាតិទាក់ទិនទៅនឹងបញ្ហាគ្រាប់មីននេះ។

ក្នុងរយៈពេល៣៣ឆ្នាំមកនេះមជ្ឈមណ្ឌលសកម្មភាពកម្ចាត់មីនកម្ពុជា (CMAC) បានរកឃើញ និងបំផ្លាញចោលមីនប្រឆាំងមនុស្សចំនួន ១ ២០៣ ៦២៣គ្រាប់ មីនប្រឆាំងរថក្រោះចំនួន ២៦ ៦៩២គ្រាប់ និងសំណល់ជាតិផ្ទុះពីសង្គ្រាមចំនួន ៣ ២២២ ៥៤៩គ្រាប់”។

The Thai side’s accusation that Cambodia has laid new mines is an insult to the efforts of all parties involved in clearing mines and unexploded ordnance in Cambodia.

As a State Party to the Convention on the Prohibition of the Use of Anti-Personnel Mines (Ottawa Convention), Cambodia has never planted new mines. I therefore call on the Thai side to immediately stop making baseless and shameless accusations against Cambodia, including fabricating false narratives to mislead both national and international opinion on the landmine issue.

Over the past 33 years, the Cambodian Mine Action Center (CMAC) has discovered and destroyed 1,203,623 anti-personnel mines, 26,692 anti-tank mines, and 3,222,549 explosive remnants of war.
